Furlough Days Rumor Control
Recently there have been several phone calls received at the PLEA office with regard to furlough days and vacation buyback. Most of these calls fall into what we would call the “rumor control” category.
For some reason, one rumor that has been circulating is that we are no longer are required to take furlough days. This is not true. The contract negotiated for the 2010-2012 time frame stipulates that each officer must take 16 hours of furlough time each year of the contract although negotiated concessions take effect July 12, 2010, officers can begin taking furlough days as early as July 1, 2010. At a minimum, one 8 hr. furlough day must be taken between July-Dec 2010. The second day could be taken between Jan-Jun 2010.
PLEA Contract Ratified
As of close of business Friday March 12, 2010 voting for the proposed 2010-2012 contract between PLEA and the city was closed. The vote was 5-1 in favor of ratifying the contract consisting of 504 votes in favor of ratification and 112 votes against. This was a voter turnout in excess of 25% of the PLEA membership. Thanks to all who took the time to get involved, express their viewpoints and coming out to vote on your contract.
Proposed 2010-2012 Contract
A tentative agreement was reached between PLEA and City management on Friday February 26, 2010 regarding the economic and non-economic proposals for the 2010-2012 contract. Through much diligence and hard work on behalf of PLEA and the City Manager a plan was reached that enabled us to have zero layoffs with minimal temporary concessions.

Zero Officer Cuts Achieved!
While PLEA was fighting for jobs, FOP was planning a job fair.
A collaborative effort involving PLEA, citizens, and City & police management provided a much-needed solution through this challenging budget period. “ZERO” officer cuts came as a result of concessions (3.2%) from officers, cuts from the City and the police department, citizen & council input and support, and the emergency food tax. Non-economic rights and benefits were also agreed upon.
In keeping with the 3.2% in concessions tentatively agreed upon, PLEA dues will also be DECREASED by 3.2%. PLEA MEMBERS are encouraged to vote to ratify the contract at the PLEA office starting Monday March 1 through Friday March 12 during office hours. Ratification meetings will be held Monday, Wednesday and Friday March 1, 3 & 5 and Tuesday and Thursday March 9 & 11. Times for all meetings will be 8am and 3pm.
CIty Council Budget Decision
On Tuesday March 2, 2010 at 10:00am at the Orpheum Theater (2nd Ave and Adams) the City Council will vote on the final budget. It’s important for all officers and their families to attend (off-duty and NOT in uniform).
