Neighborhood Activist Interlinked Empowerment Movement

N.A.I.L.E.M. was founded in 1993 by Donna Neill who upon moving to Phoenix discovered that blight crime and poverty were rampant throughtout her neighborhood. She decided to take a stand which started out by painting out grafitti in her neighborhood on a daily basis. This in turn led to the reorganization of a neighborhood association that had almost died out. NAILEM then secured fight back funds from the city and spearheaded efforts to obtain a apark in the neighborhood where no recreational facilites existed. 

NAILEM under the guidance and direction of Donna and her husband Jerry Neill, has been fighting back every since to improve inner city neighborhoods and help give neighborhood kids a fighting chance.

NAILEM has always been a strong supporter of law enforcement and law enforcement related causes. PLEA has partnered with NAILEM on numerous occasions over the years and is proud to count them as one of our longest and valued community partners.
