Require the Prior is a policing philosophy that embraces a proactive patrol plan on City streets and an aggressive prosecutorial approach in City Courts to hold career criminals accountable. The genesis for this successful strategy that’s had a positive impact in the Squaw Peak Precinct and which is now being implemented citywide wasn’t a doctoral thesis, wasn’t a Washington think-tank, wasn’t a pricey study, wasn’t a political convention, nor was it another blue ribbon panel, but it was an idea put in action by a concerned patrol officer and a committed citizen. PLEA thought it was important to recognize Officer Rusty Stuart and Ann Malone (co-founder of Citizens for Phoenix) for the huge difference their big idea has had and will continue to have on the 6th largest city on the country.
