In an Arizona Republic editorial by Republic columnist Ed Montini dated Dec 15, 2011, Mr. Montini examines the issue of the Goldwater Institute lawsuit against PLEA and the City for alleged violations of the “gifting” clause of the Arizona Constitution. After reading the editorial we here at PLEA are convinced of one thing…Mr. Montini clearly gets it. The way the City and PLEA have been doing business for decades isn’t rocket science and there aren’t any hidden agendas. When it comes to union release time, PLEA is the requestor and those in City government are the grantors. The City clearly recognizes the benefits to having personnel on full-time release which allows them to operate more efficiently and save money in the long run.
