The panel only needs one document – the 10 page document showing 358 reports as kidnappings. The panel needs to only ask two questions: 1. Who authorized the original reports to be relabeled as kidnappings? 2. Who authorized these relabeled reports to be presented as “border related kidnappings” to congress, the council, and the community?
