Did Phoenix City Council members Michael Johnson and Michael Nowakowski overstep their bounds by contacting a police officer who is a witness in an ongoing homicide investigation? One has to wonder if Councilman Johnson who is a former Phoenix Police homicide detective would have felt it appropriate if a city council person had contacted a witness involved in a high profile homicide case that he was working.
