On March 18, 2009, PLEA forwarded a letter to City Manager Frank Fairbanks outlining several instances where PPD SUPERVISORS had engaged in alleged misconduct by making inappropriate racial comments.
The letter also pointed out instances where minority officers had received discipline yet non-minority SUPERVISORS who had engaged in similar conduct were not disciplined as severly or at all.
On April 3, 2009, Public Safety Manager Jack Harris released a video ENS message via the Police Departments intranet website in order to respond to the letter sent by PLEA to the City Manager. In this video, Public Safety Manager Harris grossly mischaracterizes statements made in the complaint letter when he insinuates that PLEA is alleging that Phoenix Police Officers are racist.
PLEA’s attorney on viewing the video, found the statements made by Harris to be grossly inaccurate and shocking. The original letter sent to City Manager Frank Fairbanks as well as the response to the Harris ENS from PLEA’s Attorney can be viewed by clicking on the links to the right.
