The department recently sent out Rule 15 Questionnaire/survey forms that officers were directed to fill out and return. Several officers have raised concerns and called PLEA with questions. The department has assured PLEA that since officers are being compelled to complete the survey that Garrity protections apply. They have also made it clear that the purpose of the survey is NOT to gather information for the purpose of investigating officers.
