Representation
The cornerstone of why PLEA exists is to advocate for and provide representation to Phoenix Police Officers in the areas contract negotiations, discipline and grievances. Representation is broken down initially by two categories; that which is provided to Unit 4 members and that which is provided to PLEA members. All rank and file officers are Unit 4 members but only those who voluntarily elect to join PLEA and pay monthly dues are PLEA members.
The breakdown that follows explains the difference in representation between Unit 4 members and PLEA members.
Unit 4 Member:
- Bi-annual contract negotiations for pay and benefits.
- Representation in internal investigations.
- Representation in use of force incidents (this does not include legal counsel).
- MOU grievances.
PLEA Member:
All services listed above but also includes:
- Legal representation for criminal matters within the scope of employment.
- Legal Defense Fund (LDF) through PORAC.
- Up to one hour paid legal consultation for non-scope of employment criminal matters.
- Representation in MOU and AR 2.61 grievances.
- Representation in Equal Employment Opportunity (EEOC) matters.
- Legal representation at Loudermill (termination) hearings.
- Legal representation for Civil Service Appeal Board.
- Legal representation with regard to AZPOST certification hearings for suspensions and revocations.
- Discounted services through PLEA’s legal team to include; advice and assistance with personal injury claims, legal wills and trusts are also offered for members.
