On Wednesday April 11, 2012, PLEA’s Chief Negotiator Will Buividas and PLEA President Joe Clure met with City Manager David Cavazos where final details were discussed regarding a tentative agreement between the city and Unit 4 employees. Details of this agreement are listed below. Remember, at the present time this is a TENTATIVE agreement. Final agreement is contingent on a vote of the membership.
Agreed Upon Issues:
All non-economic / economic issues that were agreed to in last presentation remain in effect.

Tentative Agreement between PLEA and City:
- Year one: 1.6% restoration
- Year two: 1.8% restoration along as stability indicators are met (ie. revenue meets estimates, no general fund cuts, additional direct services to community, no cuts to state-shared revenue formula, City maintains AAA bond rating, $5 million city-wide efficiencies ($40 million last 2 years)
- Year two: 0.2% raise if revenue increases 6.0% over this year
- Year two: If revenue increases over 8.0% from this year, raise of up to 2.5% (1/4 of CPI)
- Year two: if revenue increases over 9.0% from this year, raise of up to 2.5% (1/2 of CPI)
AMOUNT IN YOUR POCKET:
- July 1, 2012. Top step $34.82 per hour, no furlough hours, .37% DCP, can’t sell BV time. Total increase in paycheck for a topped-out Officer is $1285.00, total increase of $1423 (DCP addition)
- July 1, 2013. (As long as stability indicators are met) $34.85 per hour, 2.18% DCP, ability to sell 40 hours of BV time in December. Total increase of 1311.00 (plus 40 hours vacation sell back)
Impact:
- If the City Council agrees with the fact-finder, there is a possibility that all other City employees would get their concessions restored next year and we would not (i.e., if revenue doesn’t grow by over 6.0%). We DO NOT believe it is in the membership’s best interest at the present time to carry the fight to the City Council.
- The PLEA Board is recommending a “DO PASS” vote on this agreement
- If the above agreement gets voted down, we will go to City Council. The City Council will then impose a BINDING contract that will become effective July1, 2013. The City Council could agree with PLEA, agree with the Fact-Finder, agree with the City, or impose completely different terms on Phoenix Police Officers
- If the City Council imposes the Fact-Finder’s ruling, we could potentially not get the second half of the concessions restored when all other City employees will
Contract ratification meeting details (all meetings will take place at the PLEA office, 1102 W. Adams St.) :
Voting will commence at 0800 hours on Thursday the 12th and will close at 1200 hours on Monday the 16th. Informational meetings will be held on the following dates and times.
- Thursday April 12, 0900 & 1500 hrs.
- Friday April 13, 0900 & 1500 hrs.
- Monday April 16, 1000 hrs.
